If you have a big party check out the Aquarius Beach tower, they have larger rooms with kitchens facilities. Split between a certain number of people you might end up having a cheaper daily rate. Aquarius is also located right at one of Saipan's nicest sandy beaches. The hotel is not so centrally located, but a scooter solves that problem. Taco Bell is at walking distance.

The folks at Summer Holiday Hotel are friendly and the people I have referred there always say they had a good experience at a very reasonable rate.
